Foundation for the Development of the Education System (FRSE) – a key entity supporting the development of education in Poland. Fundacja Rozwoju Systemu Edukacji (FRSE) is an institution that has played a key role in shaping and supporting the development of the educational system in Poland for over 30 years. It was established in 1993 and its main goal is to support educational activities at all levels of education – from pre-school education, through primary and secondary schools, to higher education, adult education, non-formal education and international cooperation in the field of education.

Mission and values

The mission of FRSE is to support the quality and innovation of education in Poland, promote the idea of lifelong learning and strengthen international cooperation in the field of education, youth and sport.

The Foundation carries out its tasks guided by values such as openness, cooperation, equal opportunities and striving to improve the quality of education and training.

Management of European programmes

One of the most important tasks of the Foundation is the management of European education and youth programmes, which are a tool supporting mobility, competence development and the implementation of international educational projects. The most recognizable of these programs is Erasmus+, which covers a wide range of activities: foreign trips of pupils, students, teachers and lecturers, youth exchanges, international cooperation projects, as well as support for systemic reforms in education.

In addition to Erasmus+, FRSE is also responsible for the national implementation of such programmes as:

  • The European Solidarity Corps, supporting volunteering and solidarity projects carried out by young people. eTwinning, a platform for teachers from all over Europe to collaborate on collaborative online learning projects. Eurodesk, an information network aimed at young people, offering information on educational, professional and volunteering opportunities in Europe. The Education Programme is financed by the EEA Grants, which supports educational cooperation between Poland and Iceland, Liechtenstein and Norway.

Innovation in education

FRSE actively promotes innovative solutions in education, encouraging educational institutions to implement modern teaching and learning methods. The Foundation organizes numerous competitions, conferences, seminars and trainings aimed at popularizing good practices and supporting educational environments in improving the quality of their work.

One example of such an activity is the EDUinspirations Competition, which awards the best educational projects implemented with the support of European funds. It is not only the promotion of the initiatives themselves, but also an inspiration for other entities that are just planning their activity in international educational projects.

Research and publications

FRSE also conducts analytical and research activities, monitoring the effects of implemented programs, examining trends in education and preparing reports and analyses on, m.in others, learning mobility, innovation in teaching or the development of key competences. The results of this research are available in the form of publications – both in print and digital – which are a valuable source of knowledge for policymakers, teachers, lecturers and educational practitioners.

Support for institutions and individuals

The Foundation supports not only institutions – schools, universities, non-governmental organizations or vocational training institutions – but also individual teachers, pupils, students and young people. FRSE offers consulting, training, workshops and support in applying for funds from European programs. Thanks to this, institutions and individuals can effectively use the available funds to develop their competences, implement educational projects and participate in international initiatives.

Promotion of the idea of mobility

One of the priorities of FRSE is the promotion of learning mobility, which is a key element of programmes such as Erasmus+ or the European Solidarity Corps. The Foundation shows that mobility not only enriches the learning experience of participants, but also contributes to their personal development, building intercultural competences and increasing their chances on the labour market.

Role in education policy making

Thanks to its extensive activities and cooperation with the Ministry of Education and Science, the European Commission, international organizations and national partners, the Foundation for the Development of the Education System has a real impact on shaping educational policy in Poland. Expertise and experience are used in the development of strategic documents and recommendations for the development of the education system, lifelong learning and international educational cooperation.

  • Education and schooling – supporting educational institutions, teachers, lecturers and pupils and students in developing competences and implementing international educational projects.
  • Youth and civic activity – promotion of volunteering, youth initiatives and activities for the social and civic activation of young people.
  • Training and professional development – organization of trainings, workshops and development programs supporting the professional competences of people working in the education sector and non-governmental organizations.
  • International cooperation – developing and coordinating international educational projects, supporting educational mobility, exchange of experience and building partnerships with foreign institutions.
  • Educational research and analysis – conducting research, analysis and publication on trends in education, mobility, innovative teaching methods and lifelong learning.
  • Promotion of innovation in education – supporting modern teaching methods, developing digital competences and implementing educational tools and platforms based on new technologies.

Eurodesk Games – educational, engaging games and quizzes, thanks to which participants learn about the most interesting development opportunities in Europe. European Solidarity Corps offer – we will present how young people can get involved in volunteering, solidarity projects and social activities both in Poland and abroad. Europass – we will present how to effectively create modern application documents (CV, cover letter) using Europass tools.
