Frank Moulaert is Emeritus Professor of Spatial Planning at KU Leuven, Belgium, where his interdisciplinary research integrates the fields of economics, spatial planning, and social innovation.

After earning his Ph.D. in Regional Science from the University of Pennsylvania, Professor Moulaert held faculty positions at the University of Science and Technology of Lille (USTL), France (1986–2002), and Newcastle University, UK (2002–2008).
