Designing Smarter Policy Solutions Through Serious Games: Theory of Change, Behavioural Public Policy and AI Feedback in Household Food Waste Policy

Workshop Overview
How can public policy help households waste less food? In this hands-on workshop, participants use Policy Cooks, a serious game, to explore how everyday food decisions connect to policy design. The Theory of Change framework links a target group and behavioral diagnosis with policy instruments, mechanisms of change and expected effects.
The session combines two games. Game A introduces the building blocks of a coherent intervention through competitive card play. In Game B, teams co-design household food waste interventions using diagnostic maps and behavioral policy tools. An AI-supported “synthetic family” provides simulated feedback on proposed solutions, helping teams examine assumptions and revise their ideas. A closing discussion connects the experience to policy practice and the need for real-world testing.
Target Audience
Policymakers, public-sector practitioners, social innovators, NGO professionals, researchers and students interested in behavioral public policy, sustainability or serious games. Participants work in small teams. No prior experience with Theory of Change, behavioral public policy tools, games or AI is required.
