The goal of the project is to develop and launch a joint Master’s degree program in International and European Law: Global Security and Technology.

The project is aligned with the following UN Sustainable Development Goals no. 4 — Quality Education, 8 — Decent work and economic growth, 9 — Industry, innovation, and infrastructure, 16 — Peace, justice, and strong institutions, 17 — Partnerships for the Goals.

The project is financed by the European Commission — the Erasmus+ program, competition number ERASMUS-EDU-2026-EMJM-DESIGN, project no. 101324116.

Project objectives

The goal of the project is to develop and launch a joint Master’s degree program in International and European Law: Global Security and Technology. The interdisciplinary program will combine law, sociology, political science and public administration with the study of security and emerging technologies. The program will be developed in line with the principles of a joint European degree under the Joint European Degree Label.

The LEGAL SHIELD consortium will bring together academic institutions, civil society, international organizations, and businesses, which will contribute their respective expertise to the project. The scope of collaboration between the academia and the project community partners will encompass teaching, research, administrative activities and practical implementation.

The project aligns with the European Union’s priorities for 2024–2029:

  • Protecting democracy and European values
  • Strengthening European security and defense
  • Developing competitiveness, innovation, and building sustainable prosperity

Today, Europe faces overlapping crises: war at the borders of the European Union, cyberattacks on public institutions and critical infrastructure, migration pressure, disinformation, political polarization, and the erosion of democratic standards. Drawing on the European Commission’s European Democracy Shield initiative, the LEGAL SHIELD project treats law as a safeguard protecting people, democratic institutions, and international security. At SWPS Univrsity, we are glad we can contribute our expertise to this important initiative.

    The project will result in the development of a new joint Master’s degree program in International and European Law: Global Security and Technology.

    Additionally the goal is to create a sustainable platform for knowledge exchange and for designing educational and legislative solutions that will help strengthen democratic resilience, ensure the responsible regulation of emerging technologies, and enhance security in Europe and beyond.
