About the Summer School

The goal of the Summer School on the Rule of Law, organized jointly by SWPS University and the University of Oslo, is to integrate scholars, postgraduate students and professionals around the idea of the rule of law. It is an educational project with research and networking opportunities.

Program

The program of our summer school will focus on topics related to the rule of law, in particular:

  • legal education
  • legal aid
  • strategic litigation
  • judicial resistance methods
  • fair trial standards
  • advocacy for the rule of law
  • communicating issues concerning the rule of law (raising general awareness of the rule of law).

Additinally, thanks to the location and the schedule of the Summer School, students will have an opportunity to participate in the official celebrations of the historical August Accords (singed on August 31, 1980 by the representatives of the Solidarity movement and the then communist government of Poland). The celebrations, which are usually attended by many European and Polish officials, provide a historical background to the events that brought on a democratic transformation in the Central and Eastern Europe.

Who should apply?

The program is addressed to postgraduate students of law or sociology (or students of the final year of graduate programs), young scholars. legal professionals (judges, prosecutors, attorneys), mostly from Central and Eastern Europe and the Baltic states, civil servants working in judicial or ombudsman institutions, and officers of international organizations (EU, Council of Europe, OSCE, Council of Baltic States).

If necessary, candidates may need to attend online interviews. We will notify you in advance if this is the case.

is a Norwegian legal scholar, professor and a former dean (2008-2015) of the Faculty of Law at the Univeristy of Oslo. He served his military service as a lawyer at the Judge Advocate General's office. In 1981, he became research fellow at the Faculty of Law. He worked at the Office of the Attorney General of Norway 1990–1992. Since 1993, he has been professor of law at the University of Oslo. He is a member of the Norwegian Academy of Science and Letters. Laurent Pech

is Professor of European Law, Jean Monnet Chair of European Public Law (2014-17) and Head of the Law and Politics Department at Middlesex University London. Laurent is also a Visiting Professor of Law at Bordeaux University, an expert for eLabEurope, and a member of the editorial board of the Hague Journal on the Rule of Law as well as a member of the scientific board of the Montesquieu Law Review. He has been a visiting professor at many institutions, including his alma mater: Aix-Marseille University. In 2018, Professor Pech was appointed Fernand Braudel Fellow at the European University Institute. He is currently a member of a H2020 funded four-year multidisciplinary research project on "Reconciling Europe with its Citizens through Democracy and the Rule of Law" (RECONNECT). Professor Pech specialises in EU Public Law and has lectured in a variety of subjects including EU Constitutional Law, EU Internal Market Law, EU Competition Law and EU Fundamental Rights Law. His current primary area of research is rule of law backsliding in Europe. More information

is a Professor of Law at the University of Warsaw and a former judge of Poland’s Constitutional Tribunal (2001-2010). Over the years he held various positions, such as the Head of the Department of Constitutional Rights and Freedoms at the Office of the Commissioner for Human Rights (1988-1990), a member of the Legislative Council advising the Prime Minister (1990-1993 and 1996-2001), and Director of the Center for Constitutionalism and Legal Culture at the Institute of Public Affairs, a Polish think tank and an independent center for policy research and analysis (1996 – 2001). Professor Wyrzykowski is a member of the Committee on Legal Sciences of the Polish Academy of Sciences, a member of numerous scientific boards, including the Institute of Law Studies of the Polish Academy of Sciences (PAN), National School of Public Administration, Institute of State and Law Studies, and the Institute of Law and Administration Studies at the University of Warsaw.

Viktor Vadász

is a former judge and spokesperson of the Hungarian National Judicial Council. He studied law in Budapest at Pázmány Péter Catholic University. He holds an LL.M. degree in economic crimes (2007 Eötvös Loránd University) and in European human rights (2020 Eötvös Loránd University). After the years of traineeship at Dunaújváros City Court, he passed the state exams in 2007 and got a judicial appointment to Pest Central District Court in 2008. At the district court he was dealing with various criminal cases at first instance. In 2011, he was temporarily seconded to the Hungarian Ministry of Justice and Administration to participate in the development of a new Criminal Code and subsequently, he was appointed a seconded judge to the Hungarian National Office for the Judiciary. He was the director of the Hungarian Academy of Justice between 2012 and 2015. In 2015, he was promoted to the Budapest Regional Court to deal with high-profile criminal cases, and he was leading the Department of International Relations. In 2017, he became the leader of the Criminal Collegium of the Budapest Regional Court. In 2018, he was elected to the National Judicial Council, where he was appointed Spokesperson of the Council. From 2019 to 2020, he represented the Council in the Executive Board of the European Network of Councils for the Judiciary. In January 2022, he was appointed Deputy Director, Director of Programmes at the Academy of European Law in Trier. He authored numerous publications and delivered many lectures on criminal law, procedural law, judicial administration, rule of law, and fundamental rights. More information

is Research Professor at Chr. Michelsen Institute (CMI) in Bergen, Norway. Her research focuses mainly on countries that through processes of democratisation deal with human rights violations, transitional justice, strengthening and reforming their courts, and building the rule of law. Main empirical focus: Latin America (Chile, Argentina, Uruguay) and Southern Africa (Angola, Mozambique). Skaar has worked on human rights and transitional justice issues since the early 1990s. She has headed several large comparative interdisciplinary research projects on this topic, including "Drivers of Justice", "Reconceptualising Justice: The Latin American Experience" and "Beyond Words: Implementing Latin American Truth Commission Recommendations." Skaar is currently part of the core team investigating the work of the Norwegian Truth and Reconciliation Commission. Earlier publications include Judicial Independence and Human Rights in Latin America: Violations, Politics and Prosecution (Palgrave, 2011). Her two most recent books are Beyond Words. In 2010-2021 she worked as a lawyer and project coordinator in the Helsinki Foundation for Human Rights – a nongovernmental organization based in Poland. is an attorney at law and Co-chair of the Hungarian Helsinki Committee (HHC), one of Hungary’s oldest and largest human rights watchdog NGOs. Mirosław Wróblewski

Attorney at law, lawyer and political scientist, expert on constitutional, European and human rights law. He acts as a Director of the Constitutional, International and European Law Department in the Office of the Commissioner for Human Rights in Poland (from 2007). He has been representing the Commissioner in strategic litigation cases before Polish courts and tribunals, also before the CJEU and ECHR, especially RoL cases.

He is an author of 75 academic publications on constitutional and European law, editor of books and many other publications and reports on human rights law.

He served in the EU Fundamental Rights Agency between 2012 and 2017 as a member of the FRA Management Board, member of the FRA Executive Committee (2015-2017) and a Chairman of the FRA Budget Committee. From March 2019 he is a member of the board of European Network of National Human Rights Institutions (ENNHRI), re-elected in March 2022. He is also chairing the Committee for Human Rights in the National Bar Association of Attorneys at Law.
