Paweł Kowalski is a doctor of laws and an attorney-at-law. He earned his doctorate in 2013 and was admitted to the Warsaw Bar Association in 2014.
Research
His researches interests include:
- Patient autonomy and informed consent in AI-driven medicine
- Civil liability for damages caused by medical AI systems
- EU artificial intelligence regulation
- Medical confidentiality
- Evidentiary proceedings in medical malpractice cases
- Legal implications of the COVID-19 pandemic
Publications
His work has appeared in Studia Iuridica and the Oxford Compendium of National Legal Responses to Covid-19 (Oxford University Press). In 2025, he co-authored the Polish National Bar of Attorneys-at-Law's recommendations on the use of AI tools by legal practitioners.
Teaching
Since 2008, he has been teaching at SWPS University’s Faculty of Law in Warsaw, where his areas of expertise include medical law, European Union law, public international law, and new technologies law. Since 2022, he has also served as a visiting professor at Ateneo de Manila University in the Philippines, teaching European Union law and artificial intelligence law.
Professional Engagement
He holds several key advisory and committee positions:
- Plenipotentiary for New Technologies to the President of the National Council of Attorneys-at-Law
- Member of the Artificial Intelligence Commission of the Fédération des Barreaux d'Europe
- Member of the International Law Committee of the Warsaw Bar Association of Attorneys-at-Law
- Member of the Team Europe Direct expert network
Additionally, he served as a research expert for a joint project between SWPS University and the City of Warsaw, which developed the municipal guidelines on the responsible use of generative AI and the Warsaw GenAI Code.
He is also a co-founder of the LuminAI Institute, where he chairs the Program Board, and regularly conducts training on AI integration for attorneys, judges, physicians, public administration officials, and healthcare organizations.
